Federal Ministry of Agriculture and Food Security (FMAFS), through the Federal Department of Development Partners Projects (FD-DPP), in partnership with the International Fund for Agricultural Development (IFAD) and the French Development Agency (AFD), has invited Expressions of Interest (EOI) for the recruitment of qualified and experienced professionals for the Value Chain for Northern Nigeria (VCN) Programme.
The VCN Programme is designed to improve incomes, food security and livelihoods of smallholder farmers and other value-chain actors in Northern Nigeria by transforming priority agricultural value chains into resilient and inclusive growth opportunities, with particular attention to women, youth and vulnerable groups.
The programme will operate through a decentralised approach across the participating states of Sokoto, Kebbi, Jigawa, Zamfara, Borno, Katsina, Yobe, Bauchi and Kano.

About the National Programme Coordinator
The National Programme Coordinator will work under the direct supervision of the Director of the Federal Department of Development Partners Projects (FD-DPP) of FMAFS and will be responsible for the overall management and implementation of the VCN Programme.
The successful candidate will coordinate the National Programme Management Unit (NPMU), manage programme specialists and ensure effective implementation of programme activities across the participating states.

Key Responsibilities
The NPC will be responsible for, among other duties:
- Overseeing the establishment, recruitment and deployment of the NPMU and State Programme Coordination Offices (SPCOs).
- Providing leadership and coordination for programme implementation, financial and asset management, contract management, personnel management, government liaison, external relations and knowledge management.
- Ensuring that the Monitoring and Evaluation system is properly developed, implemented and responsive to stakeholder needs.
- Leading the completion and regular review of the Programme Implementation Manual (PIM) and other relevant guidelines.
- Guiding the establishment of administrative, accounting, procurement and M&E systems.
- Coordinating training workshops, programme strategy and awareness activities with relevant stakeholders.
- Ensuring an effective and participatory M&E system across the programme.
- Coordinating the implementation of VCN activities across participating states.
- Providing guidance to programme staff at both national and state levels.
- Supporting the Country Programme Advisory Team (CPAT) and liaising with other relevant programmes and technical departments in the public and private sectors.
- Coordinating the preparation and submission of the states’ Annual Work Plans and Budgets (AWPB) to the relevant authorities and IFAD for approval.
- Overseeing the contracting of support staff, consultants and service providers.
- Ensuring timely preparation and delivery of annual reports, financial statements, audit reports and M&E reports.
- Coordinating supervision missions and ensuring the implementation of recommendations.
- Organising impact evaluations, beneficiary assessments, Mid-Term Review and Final Evaluation of the VCN Programme.
- Ensuring effective collaboration with IFAD, AFD, FGN, implementing partners, NGOs, technical service providers and other stakeholders.
- Monitoring programme performance and ensuring that corrective actions are taken promptly where necessary.
- Building strong working relationships with programme participants, government agencies, private-sector organisations, NGOs and other stakeholders.

Programme Focus
The VCN Programme focuses on strengthening agricultural value chains, improving rural infrastructure, supporting food and nutrition security, promoting gender and social inclusion, strengthening climate resilience and creating sustainable economic opportunities for rural households.
The programme is expected to run until 31 March 2034, with financial closure scheduled for 30 September 2034.
