The United Nations Development Programme (UNDP) is seeking a Programme Officer – Sustainable Energy to support the implementation of inclusive, community-focused energy solutions under the Integrated Smart States Programme (ISSP) across selected Nigerian states.

The role contributes to expanding clean energy access, strengthening climate resilience, and advancing a just energy transition aligned with Nigeria’s national development priorities.

Context

UNDP’s Climate Resilience, Energy Access, and Just Transition (CREATE) Portfolio supports Nigeria’s development agenda by:

  • Strengthening climate resilience
  • Expanding access to affordable and clean energy
  • Accelerating a just and inclusive green transition

The portfolio aligns with Nigeria’s National Development Plan (2021–2025), Energy Transition Plan, Climate Change Act, and Long-Term Low Emission Development Strategy.

A flagship initiative under this portfolio is the Nigeria Integrated Clean Energy (NICE) Portfolio, delivered through ISSP. The initiative supports federal and state governments in establishing enabling policy and financing environments for both public and private sector participation in the energy sector.

Interventions include:

  • Capacity development for energy sector reforms
  • Investment mobilisation
  • Deployment of renewable energy mini-grids and decentralised clean energy systems
  • Support for implementation of Nigeria’s revised Nationally Determined Contribution (NDC)
  • Monitoring, reporting, and verification systems
  • Climate finance mobilisation and private sector de-risking

Key Responsibilities

1. Energy Programme Planning and Implementation Support

  • Support planning and delivery of clean energy interventions under ISSP
  • Translate national energy frameworks into state-level implementation pathways
  • Prepare concept notes, technical briefs, and implementation plans
  • Coordinate delivery missions, technical assessments, feasibility diagnostics, and pilot interventions
  • Align energy activities with State Development Plans and budgets

2. Monitoring, Reporting, and Adaptive Delivery

  • Monitor portfolio performance across ISSP states
  • Track risks and bottlenecks
  • Prepare dashboards, progress reports, and management briefs
  • Ensure compliance with UNDP safeguards and reporting standards
  • Document lessons learned and scalable solutions

3. Knowledge Management, Learning, and Communication

  • Generate data-driven insights for energy finance strategies
  • Prepare investment profiles and technical briefs
  • Support modelling and socio-economic impact analysis
  • Maintain performance-tracking datasets
  • Contribute to knowledge products, presentations, and success stories

4. Partnerships and Resource Mobilisation

  • Support partnerships with State Governments, DFIs, private sector actors, and development partners
  • Contribute to donor briefs and investment notes
  • Assist with investment forums and technical working groups
  • Coordinate with national platforms such as the Rural Electrification Agency

5. Coordination and Stakeholder Engagement

  • Facilitate coordination between state-level ISSP teams and UNDP offices
  • Support engagement with Ministries, Departments, and Agencies (MDAs)
  • Provide technical support to ISSP Portfolio Analysts

Eligibility and Requirements

Experience:

  • Minimum of 3 years of relevant professional experience

Education:

  • Bachelor’s degree in Energy Systems, Engineering, Economics, Environmental Science, International Relations, Public Policy, Sustainable Development, or related fields
  • HND holders with relevant experience may be considered

Skills and Experience

  • Strong knowledge of renewable energy, energy efficiency, off-grid systems, and electrification planning

  • Familiarity with energy access metrics and investment appraisal
  • Understanding of climate finance and blended finance mechanisms
  • Experience in policy analysis and regulatory framework development
  • Excellent technical writing and presentation skills

Assets
