Why This Research Matters

Despite electoral reforms and technological improvements introduced during the 2023 General Elections, voter turnout remained low at approximately 27.1%. Understanding why citizens choose to vote—or abstain from voting—is critical to improving electoral participation and strengthening Nigeria’s democracy.

This study will provide long-term evidence on voter behaviour and support advocacy, voter education, and future electoral reforms.

Objectives

The selected research firm will be expected to:

  • Track voter intentions, motivations, political attitudes, and electoral participation ahead of the 2027 General Elections.
  • Examine changes in voter behaviour over time using a longitudinal research design.
  • Assess the impact of electoral reforms, governance, economic conditions, political developments, and civic education on voter engagement.
  • Examine the influence of Autonomy, Inducement, and Responsibility (AIR) Framework factors on voting behaviour.
  • Identify the major predictors of voter turnout and electoral participation.
  • Generate evidence to support advocacy, voter education, and electoral reform initiatives.
  • Ensure comparability with previous National Voter Intention Survey (NVIS) findings to facilitate trend analysis across election cycles.

Scope of Work

The successful contractor will:

  • Design and implement a nationally representative longitudinal panel survey covering all 36 states and the Federal Capital Territory (FCT).
  • Recruit and maintain a panel of approximately 1,500–2,000 respondents throughout the study period.
  • Review previous NVIS reports, datasets, survey instruments, and methodologies to ensure continuity.
  • Develop survey instruments in collaboration with Yiaga Africa.
  • Conduct multiple survey waves leading up to the 2027 General Elections.
  • Utilize telephone/mobile surveys and other appropriate data collection methods.
  • Develop respondent tracking and retention strategies to minimize panel attrition.
  • Conduct data cleaning, weighting, validation, and quality assurance.
  • Perform advanced statistical analyses, including:
    • Descriptive statistics
    • Regression analysis
    • Factor analysis
    • Path analysis
    • Longitudinal modelling
  • Produce comparative trend analyses linking findings with previous NVIS rounds.
  • Present findings to Yiaga Africa and key stakeholders after each survey wave.

Expected Deliverables

The selected contractor will provide:

  • Inception Report and Detailed Research Design.
  • Review Note on Previous NVIS Studies and Methodological Alignment.
  • Survey Instruments and Sampling Methodology.
  • Pilot Survey Report.
  • Clean datasets, codebooks, and technical documentation for each survey wave.
  • Analytical Report for each survey wave.
  • Advocacy briefs and presentation materials.
  • Comparative Trend Analysis Reports.
  • Final Consolidated Report highlighting voter intentions, motivations, democratic attitudes, and predictors of electoral participation.
  • Final Stakeholder Presentation.

Eligibility Requirements

Interested firms must demonstrate:

  • Proven experience conducting nationally representative public opinion surveys in Nigeria.
  • Experience managing longitudinal or panel studies.
  • Capacity to recruit and retain survey respondents over multiple research waves.
  • Strong expertise in quantitative research and advanced statistical analysis.
  • Knowledge of electoral research, voter behaviour, democratic governance, and public opinion studies.
  • Ability to produce high-quality policy-oriented and advocacy-focused research outputs.

Selection Criteria

Applicants should possess the capacity to:

  • Conduct nationwide surveys across all 36 states and the FCT.
  • Manage respondent panels over an extended period.
  • Ensure methodological consistency with previous NVIS studies.
  • Deliver high-quality survey implementation and data management.
  • Produce rigorous statistical analyses and policy-relevant insights.
  • Present findings effectively to stakeholders.
